- The New Silk Road Initiative was launched by Xi Jinping in 2013 as his signature project in foreign policy. It is an unmistakable evidence of the change in China's foreign policy interest structure. This also increasingly affects the German-Chinese town twinnings: The New Silk Road Initiative has long since reached the lowest level of the German federal state structure, the municipal level, and thus the German cities and municipalities.
